On first consideration Sept. 2 the Village Board approved an ordinance to increase the number of Class A liquor licenses from 59 to 60 to accommodate Hometown Coffee & Juice, proposed at 1875 Grove Street. Mr. Clark presented the application and said a Class A license authorizes on-premises alcohol sales for bona fide eating establishments; the license would serve an event space within the cafe for private events.
Applicant Lou Rubin and Emily Rubin introduced themselves and described the business model, including an event space used for parties, corporate meetings and fundraisers. A member of the public questioned procedural transparency and the availability of applications on the state liquor database; Attorney Tapendorf explained the village’s process: the village president acts as the liquor commissioner and processes complete applications under state statute, while the board determines whether to increase the number of available licenses.
There were no substantive objections from trustees and the board approved the first-consideration ordinance. The applicant will proceed with required application processing and the liquor commissioner will consider the completed application per state statute.
