Glenview trustees approve consent agenda, environmental study contract and valet service renewal

The Glenview Board of Trustees approved a broad consent agenda and took separate votes on two items of new business during the Dec. 2 special meeting.
Consent agenda: Trustees voted to approve second readings and actions that had been listed on the consent agenda without extended debate. Items included second consideration of an ordinance to increase a Class A liquor license for Madura Kitchen; amendments to municipal code fees and charges; approval of a final plat and right-of-way vacation for a single-family subdivision at 1900 East Lake Avenue; consideration of the 2025 property tax levy and a property tax abatement ordinance; and several new-business items placed on consent for second consideration.
12A Signal property environmental study: Director Brady presented a resolution to hire Carlson Environmental to conduct a supplemental Phase 2 limited subsurface investigative assessment of the Signal property (3600to 3700 Westlake Ave.) for an amount not to exceed $49,900. Brady said Carlsons preliminary Phase 1 review found historical uses involving petroleum, chlorinated solvents, paints, and potential leaking underground storage tanks; the supplemental scope would include 18 soil borings, 10 concrete samples (with up to four converted to monitoring wells), groundwater sampling, PFAS testing, and evaluation of drainage-ditch impacts and nearby Navy burn-pit areas to clarify contamination extent. Trustee DeBoni moved to approve the contract; the board carried the motion on roll-call vote.
12B Valet services renewal: The board considered a 2026 renewal with Presidential/Valley Services (Valley Service) for valet operations serving the Glentown Center and downtown Glenview in an amount not to exceed $147,200 (with a 5% contingency noted in the staff report). Director Brady described service hours (Thursdaythrough Sunday evenings), the option for up to four stands across Glentown Center and downtown locations, and per-stand day rates used to compute cost. Staff noted one existing privately funded valet at Jackman and Co. and said the contract allows for private funding to offset village costs over time. Trustees asked for usage data and suggested a midyear review of statistics to determine whether adjustments or further private funding were feasible. Trustee Jones moved and Trustee Doran seconded approval; the motion passed on a roll-call vote.
