The Pueblo West Metropolitan District board took three formal actions Jan. 12.
Procurement policy: The board approved an amendment to the district's procurement policy clarifying that if professional or construction contract change orders exceed 10% of the original contract amount the department director must immediately notify the district manager and may issue a stop‑work order for the changed scope; the board may resolicit if the total change exceeds 10% and resolicitation is deemed in the district's best interest. Michael Winters, procurement manager, presented the language changes and the board adopted the resolution.
Water‑main award (IFB WA‑2502): The board awarded IFB WA‑2502 (looping water main from Tenderfoot to Frying Pan) to HCD Inc. for $688,750.46. With a 10% contingency ($68,875.04) the total authorized amount is $757,625.50 drawn from the 2025–2026 looping project budget. Staff explained the project will improve zone hydraulic connections, water quality and fire protection.
District manager bonus: Following an earlier executive‑session performance review, the board approved a one‑time $5,000 bonus for District Manager Christian J. Hein. Hein thanked the board during the meeting.
Votes: Each motion was seconded and carried by voice vote; roll‑call tallies were not recorded in the public transcript beyond the board's affirmation.
