The Heath City Council unanimously approved a rezoning request (case ZA202505) to change two parcels totaling about 4.99 acres on Hubbard Drive from AG (agricultural) to SF-43 (single-family residential, one-acre minimum).
Staff presented the request and noted the parcels had been subdivided earlier in the year to create two lots of approximately 2.47 acres each. Staff reviewed the city's future land-use map and comprehensive-plan guidance that designates the area for medium-density residential (minimum one-acre lots) and said the Planning and Zoning Commission had unanimously recommended approval. Staff also said notices were sent to property owners within 500 feet and that most responses in the packet were supportive; two notices favored and three opposed were cited in the staff packet.
Applicant Dave Perkowski described renovations to the existing home at 504 Hubbard and said Lot 2 (proposed 510 Hubbard) would be the site for a new house to be built by his son. Council questions focused on driveway easement, fire-hydrant access and emergency-vehicle turning; the applicant said there is a legal agreement to share the driveway and that they were gathering hydrant bids.
After opening and closing the public hearing with no residents speaking for or against the application, the council voted to approve the rezoning. The motion was made at the lectern by the applicant and seconded by a council member; the transcript records the motion passed unanimously.
Next steps: the ordinance or rezoning paperwork will be finalized per normal city procedures and the applicant may proceed with permitting consistent with the SF-43 district requirements.
