Heath approves $218,576 in street repairs, material testing for Hubbard Drive and a $387,271 waterline reimbursement

The Heath City Council approved multiple infrastructure actions Tuesday, including road repairs, testing contracts and a developer reimbursement tied to a larger waterline.

Public Works leader Brian Creed presented TIPS cooperative quotes totaling $218,576.11 for targeted repairs on Carolina Cherry, James Drive (200 and 300 blocks), Drew Lane, Kings Pass, Serenity Lane and Woodmont Circle. Creed said the work addresses surface deterioration, failed past repairs and drainage problems that have created safety hazards. Council members asked about durability and quality control; Creed described pre-pour inspections, placement of selective fill (crushed concrete) rather than native soil, installation of number‑4 rebar on 18‑inch centers and use of a 4,000‑psi concrete mix, plus post-install inspections.

The council approved the quotes on a motion by Councilman Umby, seconded by Councilman Dodson.

Council also authorized an agreement with Teams Consultants to provide material testing for Hubbard Drive Phase 4 (concrete testing, subgrade density and Proctors). Creed said this scope mirrors prior phases; the project schedule showed contractor completion targeted for late August, with the contract term through December.

City Engineer Brad Ayers presented a reimbursement request from TM Bristol Valley LLC under a developer agreement approved Sept. 24, 2024. The developer installed roughly 6,927 linear feet of 18‑inch waterline (up from the 12‑inch originally required) and seeks reimbursement for the differential of $387,271.01. Ayers said the reimbursement will be covered by water impact fees and formalized via a future budget amendment. The council approved the reimbursement and authorized the city manager to take necessary steps to effect payment.

All three items passed on voice votes recorded as unanimous.
