Brighton to place Venture Park reimbursement and two stormwater IGAs on next meeting’s consent agenda

Parks Director Martin summarized a first amendment to the existing reimbursement IGA with the Brighton Crossing Metro District and Brookfield to add Planning Area 8.3 (a 6.437‑acre parcel). Venture Park is a 17‑acre facility (north/northwest of Padilla Elementary School) with full‑size artificial turf soccer, baseball and softball fields. Martin said construction cost was about $6.9–7.0 million and that roughly $2 million in eligible park impact fees had been collected to date; the amendment would allow impact fees from the newly added planning area to be applied to reimbursement. Staff requested the item be placed on next week’s consent agenda.
Scott Olsen presented two stormwater IGAs with Mile High Flood District. North Outfall Phase 3 will complete a regional outfall that conveys runoff from Bridge Street widening, nearby subdivisions and future RecPlex flows; Mile High Flood District has committed $75,000 in 2025 and is anticipated to add about $600,000 in 2026 toward construction; the remainder would be covered in the RecPlex project program and city CIP. Staff recommended placing the resolution authorizing the IGA on consent.
The Sable Outfall IGA will design and construct an open channel adjacent to Sable Boulevard and other elements to serve southeast Brighton and portions of Prairie Center. Mile High Flood District will contribute $225,000 in 2025 which the city will match; estimated total design and construction was presented at about $2,000,000. For this project Mile High will manage procurement and will include the asset in its maintenance program, and staff recommended placing the IGA on consent next week.
Council asked timing and scope questions; staff said the short pipeline and sidewalk completion associated with the Bridge Street work is out for bid and must be complete before the irrigation season (by about April). No formal votes were taken during the study session; staff will bring the resolutions for council approval at the next regular meeting.
