Brighton approves reimbursement agreement for Sable Outfall; work to run through early 2026

The Brighton City Council approved a construction and reimbursement agreement authorizing the city manager to execute terms for the Sable Outfall channel project.
Utilities Director Scott Olsen told the council the Sable Outfall is a regional stormwater outfall that will carry flow from the southeast portion of the city, serving existing and proposed development and runoff from Sable Boulevard improvements. Olsen said FarmLore's contractor will install the piped portion of the outfall that goes under the Fulton Ditch concurrent with installation of a regional sanitary sewer interceptor needed for the subdivision; the city and Mile High Flood District will construct the remainder as an open channel.
Olsen described schedule milestones: sanitary sewer construction along 144th Avenue from Nov. 25 to Dec. 25; work moving toward Sable Boulevard Dec. 25 to Jan. 26; and both sanitary sewer and storm drainage pipes placed under the Fulton Ditch in time for the ditch to be turned back on in March 2026. He said the city has reviewed bids and concurs with costs from the selected contractor, 3 Sons Construction, and that FarmLore will be reimbursed by the city based on actual construction costs.
Olsen and council members discussed traffic impacts and coordination to reduce repeated closures; Olsen said the partnership was intended to limit duplicate mobilizations and reduce impacts. Councilmember Pulaski moved and Councilmember Worth seconded; the resolution passed 7 to 0 with 1 absent.
The agreement includes outreach commitments (door-to-door contact, message boards, PIO communications) and traffic-control planning during construction.
