Council approves Brighton Crossing annexation, metro district inclusion and related PUD amendment

On Oct. 21 the Brighton City Council approved a package of land-use decisions tied to the Brighton Crossing development, including annexation of approximately 7.712 acres, consent to include the property in Brighton Crossing Metropolitan District No. 7, and a Bromley Park planned-unit-development amendment.
Associate Planner Stephanie Iams presented the annexation and explained that the property — generally north of East Bridge Street and west of I-76 — had previously completed first-reading and public-hearing steps. The annexation and inclusion are intended to facilitate financing and long-term maintenance of infrastructure within Brighton Crossing; staff said the municipal obligations in the annexation agreement cover transportation (including completion/annexation of North Golden Eagle Parkway), undergrounding utilities, water dedication, required intersection or traffic improvements based on traffic impact studies, and construction of a roughly 100-foot missing trail connection.
Applicant representatives from Brookfield Residential and counsel for the metro district clarified that adding the property to Metro District No. 7 will not change the district's borrowing limits set in its 2018 service plan, but new property will be subject to the district mill levy as development proceeds. Councilmember Snyder raised a resident concern about whether North Golden Eagle Parkway would align with the southern roadway at Bridge Street; staff and the applicant confirmed alignment will be provided though the roadway may initially function as a right-in/right-out in the south segment.
Council approved the annexation ordinance and the Bromley Park PUD amendment on final reading (Items 7F and 7G) and then approved the metro-district inclusion (Item 7H) and the annexation agreement (Item 7I) by roll-call votes, each passing 8-0. The annexation agreement includes provisions allowing the annexer to withdraw the petition in case the council does not approve required zoning or district inclusion. Staff recommended approval and said the agreement aligns with city codes, plans and policies.
Next steps for the developer include filing subsequent land development applications, subdivision and site plans, and entering into required development agreements and infrastructure agreements with the city and relevant districts.
