Castle Rock Town Council voted unanimously to approve a contract amendment and guaranteed maximum price (GMP) for the city’s Lift Station and Force Main project, a phased regional wastewater project tied to Plum Creek Water Reclamation Authority that will initially deliver 1.2 million gallons per day capacity.
Town staff explained the project had been advanced under a progressive design‑build approach and a 60% design GMP had come in close to the town target; negotiations reduced contractor costs and staff recommended the GMP amendment with SJ Lewis Construction. Mark Henderson said the negotiated construction GMP for the contractor portion is roughly $16.766 million, with total project costs — including permanent and temporary easements, land acquisition and related items — estimated at about $19.78 million.
Funding context: the region has $14 million in American Rescue Plan Act (ARPA) funds designated to the project that must be spent next year; staff reported a remaining funding gap of $984,296 to reach the full project budget and said Douglas County agreed to cover trail easement costs. Staff recommended proceeding to avoid schedule delays that would risk ARPA eligibility and the council approved the amendment.
