County staff asked the board to approve an amended contract and increased spending using opioid-settlement funds for Dalton Teen Challenge of the Sandhills. Staff reported February meetings with the organization to develop monthly reporting measures (clients served, retention, and graduates) and said the county wants improved measurable outcomes to show how funds affect recovery.
At the Dec. 1 meeting, several commissioners said they remained supportive of recovery services but wanted explanations for items flagged in audit review, noting that salary amounts in Dalton Teen Challenge's records had increased and that the county needs assurance funds are spent on program outcomes rather than administrative supplanting. Board members asked staff to obtain monthly outcome measures, retention and graduation numbers, and an explanation for how opioid funds were used relative to other revenue.
The board moved to table the funding request to the next meeting and directed staff to obtain the requested data so commissioners can consider the contract amendment at the next meeting. The motion to table carried; staff said they would follow up with Dalton Teen Challenge and present the requested information at the next meeting for a vote.
What happens next: Staff will meet again with Dalton Teen Challenge, collect the requested monthly measures and documentation regarding prior salary changes, and return to the board at the next meeting with that information.
