City approves $18.1 million solid-waste note and transfers for housing initiatives

CFO Jay Valentine summarized the requests: $18,091,000 to the solid waste fund to authorize payment of a short-term note from A and B Bank for the materials recovery facility (MRF) using proceeds from a recent debt issuance; $73,919 to the general fund (including $52,933 for Liberty Apartments and $20,986 for counseling education center TCP fees and inspection costs as directed at a Nov. 3 workshop); and $1,697,529 from ARPA to the sales tax capital improvement fund to support amended housing initiative budgets for the Salt Flats project.
Valentine said he would answer questions but council conducted no substantive debate and approved the ordinance on final passage by unanimous roll call (6-0).
The appropriations authorize the city to complete the planned payments and transfers described in the staff report and to proceed with the MRF financing and housing transfers. Council did not modify the figures at the meeting; staff indicated follow-up budget bookkeeping would reflect the transfers.
Action taken: Ordinance 52 88 adopted on final passage, 6-0.
