Southern Pines adopts ordinance easing rules for young skateboarders, carves out downtown historic district

Southern Pines council voted Feb. 11 to amend Code of Ordinances 70.07 to allow limited pedestrian‑use of non‑motorized 'skating devices' and to set enforceable boundaries and penalties.
Planner Mason Maddox told council staff drafted two options and recommended option A after consultation with Police Chief Polidori and legal counsel. The amendment carves out the sidewalks in the downtown historic district and allows children 10 and under to use skating devices on sidewalks outside that carve‑out; enforcement language and a civil penalty provision appear in the packet.
"The option you see before you, option A, which discusses age, 10 and over or 10 and under and 11 and over, was approved by police chief Polidori and legal counsel," Maddox said. Counsel and the chief preferred option A because it is clearer to enforce than a speed‑based rule staff had proposed in option B.
A council member moved to adopt option A including enforcement language and the penalty provision contained in the agenda packet; the motion carried.
Council members said the change could be amended later if enforcement proved difficult and thanked staff for refining the draft with input from police.
