Council approves 1.67-acre watershed exemption for Mill Creek Road site

Southern Pines Town Council approved Watershed Protection Permit WP0225 to grant a 1.67-acre exemption allocation in the Little River Number 2 watershed for a proposed Mavis Tire Center at Mill Creek Road.
BJ Greve of the planning department presented the request on behalf of Corporation Services Company representing Mavis Southeast. Greve said Harris Teeter and associated outparcels were previously granted roughly 21.98 acres and noted the town’s exemption bank in the Little River #2 watershed increased to about 710 acres after Moore County allocated roughly 121 acres to the town in October 2024.
Council members questioned whether granting 1.67 acres allowed unnecessary impervious cover; staff explained watershed allocation is calculated on the full project area and cannot be reduced to match only the proposed impervious area absent a subdivision. Greve said the applicant’s current site plan proposes covering about 44% of the parcel and that the proposed use is allowed under town plans. After discussion a council member moved to approve WP0225; the motion was seconded and passed by voice vote.
The permit approval allows the applicant to proceed to site-plan review and subsequent architectural compliance steps.
