Southern Pines adopts FY 2025–26 budget, keeps property tax rate at 29¢

Southern Pines Town Council adopted Ordinance 3121 to approve the town’s fiscal year 2025–26 budget and maintain the ad valorem tax rate at $0.29 per $100 of assessed value.
Town Manager Reagan Parsons presented the budget during the public hearing, saying the plan keeps existing services and staff while advancing several capital projects: $300,000 toward design and bid packages for a new fleet facility, $280,000 for sidewalk projects (including the final block of Bennett Street work and improvements on Southwest Broad Street), and a $95,000 transfer to the facility modernization fund to replace the slate roof on the downtown administration building. Parsons said the town will also replace vehicles ($348,000) and budget for lighting and irrigation work in downtown and pool park areas.
Parsons said the property tax rate remains unchanged at 29¢ per $100 of assessed value. He also outlined utility-fee changes: the monthly residential waste fee will increase by $4.25 in July and water/sewer base and consumption rates will increase by 2% (an estimated $1.60 per month for an average 5,000-gallon customer).
After concluding the public hearing with no speakers from the public, a council member moved to adopt Ordinance 3121; the motion was seconded and carried by voice vote. The ordinance was adopted at the meeting and will be processed administratively.
