Whitehall carriage house: staff seek ~$90,000 to award $340,000 in site work after prior high bid

Parks and facilities staff briefed council on the Whitehall carriage-house project, which needs site work (driveway, parking, drainage and hardscape) to secure a certificate of occupancy for the renovated carriage house. Earlier bidding produced no responses on the first advertisement and a single $1.1 million bid on the second. After required negotiations under state law brought that bid down to about $950,000, staff recommended pursuing a self-managed general-contractor approach and securing subcontract bids.
Since August, parks staff received two lower bids: tree removals and limited site clearing (~$35,000) and a second bid covering grading, parking, drainage and hardscape at about $305,000, for a combined estimated cost of roughly $340,000 (asphalt topping still to be quoted). The town currently has a project balance of about $250,000, leaving an approximate $90,000 shortfall. Staff asked to bring a budget amendment to the Feb. 10 meeting to shore up the account so the contract can be awarded and work can begin; staff said contractors are available and work could proceed quickly once awarded.
Council signaled support for returning in February with the budget amendment and asked staff to provide the asphalt quote and final accounting; staff also proposed installing conduit during grading to facilitate future fiber or AV needs.
