The Council Bluffs City Council approved an amendment to a development plan that converts a previously approved set of 38 townhouses to a two-story multifamily rental building with 48 units.
Staff said the redesign was proposed to reduce curb cuts on 2nd Avenue, address snow-route and snow-removal concerns, and better meet parking and rear-loading constraints. "We think this is a good solution," staff said, adding the footprint and height remain largely the same and the developer's minimum assessment commitment will not change.
Councilmembers expressed disappointment that the original owner-occupied townhouse concept would not proceed but acknowledged the change increases the number of rental units and eases traffic and serviceability concerns. The council voted in favor of the plan amendment during the resolutions and approvals portion of the meeting.
Staff said the change should yield more green space than the previous townhouse layout and could increase assessed value while maintaining the project's minimum assessment commitment.
