Ames arts commission tables India Cultural Association grant reimbursement request after budget questions

The Ames Commission on the Arts heard a presentation from the India Cultural Association of Central Iowa on Oct. 6, 2025, about a planned mock "big fat Indian wedding" intended to showcase regional music, henna art and traditional decoration. The association asked the commission to enable access to a previously approved $1,000 award that was not drawn down before the close of the prior fiscal year.
Soma Banerjee, secretary of the India Cultural Association of Central Iowa, told commissioners the two-day event would present henna (Mehndi) art, regional music and traditional dress from multiple Indian states to help non-Indian residents experience Indian wedding culture. "It's an opportunity that we are bringing to the community just to be there and get a glimpse of how that happens," Banerjee said.
COTA staff explained that an initial spring special-project recommendation had been for roughly $400–$500 but that the city council increased the award to $1,000; because reimbursement paperwork was not submitted before the fiscal year closed, staff said the only practical way to disburse the money now would be to amend the group's $8,000 annual grant for the current fiscal year. The staff presentation noted $7,262 remained in the special-project grant budget as an alternative source for the payment.
Commissioners pressed organizers for a clearer accounting separating arts-focused spending from other costs. Organizers provided figures in the meeting packet showing a reported total event cost of $1,144.69 and said food accounted for about $875; they said a carom board purchase was roughly $150 but that some receipts were not in the packet. The group's organizers volunteered to send a more detailed expense breakdown and the receipts to commission staff before the next meeting.
After discussion, the commission voted by voice to table a recommendation until its next meeting so staff and the association could provide a clearer, arts-specific expense breakdown and any missing receipts. Chair (speaker 1) said commissioners could submit comments to staff by email and that staff would circulate a spreadsheet to commissioners ahead of the next meeting.
Next steps: COTA will revisit whether to amend the association’s annual grant or use special-project funds at its next meeting after receiving the itemized accounting and receipts.
