Council approves 3200 University Blvd. PUD: 74 units, private street, phased parking

Staff presented the major site development plan and a preliminary plat for a 6‑acre parcel at 3200 University Boulevard. The proposal calls for 74 residential units distributed among four apartment buildings and seven duplex (townhome) lots; five garage structures will be placed on an outlot to serve the apartment buildings. The site plan shows a shared access point from the traffic circle at University Boulevard and Cottonwood Road, a drive aisle that straddles the property line with the Tedesco Environmental Learning Corridor (a county park), and landscaping intended to blend with native grasses in the adjacent park.

Planning staff explained that the PUD provides flexibility for private streets and parking on an outlot; staff worked with the applicant on setbacks, parking configuration and a required amenity (picnic shelter). Justin Dodge of Hunsicker Company confirmed the applicant intends to market the townhomes for sale and lease the apartments rather than convert apartments to condominiums immediately. Discussions covered tree loss on the site and how parking lot trees were sited; staff noted some tree removals occurred previously and that final plantings and parking‑lot shading trees are shown in the landscape plan.

Council voted to approve the major site plan and the preliminary plat; approvals included conditions that the private street be built to city standards, garages be placed on the outlot and coordination continue with Story County and the conservation board on the adjacent park entrance and parking.
