Interim COPPA chief says five ICE-related complaints were referred to inspector general

Interim chief administrator LaKenna White told the Chicago Police Board on June 18 that the Civilian Office of Police Accountability (COPPA) received five complaints alleging Chicago Police Department participation in activities associated with U.S. Immigration and Customs Enforcement. White said those allegations "in and of themselves do not fall under COPPA's jurisdiction," and that COPPA has referred the matters to the Office of the Inspector General for review.
White said COPPA also received "fewer than five" general complaints related to protest activity and that COPPA will investigate any complaint that contains allegations within its jurisdiction and refer others to the Bureau of Internal Affairs. "Throughout this process, I have maintained consistent communication with Superintendent Snelling and his team to ensure coordination and transparency," White said.
White offered condolences to the family of Officer Crystal Rivera and noted COPPA recognizes the stress and trauma public-safety work can bring. She told the board COPPA's reviews can be resource-intensive and that coordination with other oversight bodies helps direct matters to the appropriate investigator.
What happens next: COPPA will investigate protest-related complaints that fall under its authority; the five ICE-related referrals have been forwarded to the Office of the Inspector General for review, per White's statement.
