Chicago Police Board finds Sgt. Timothy Conlon not guilty in disciplinary case

The Chicago Police Board on Jan. 16, 2025 took final action in disciplinary case 23PB3035, voting to find Sergeant Timothy Conlon not guilty of accusations that he failed to report misconduct and made a false charge. President Kyle Cooper called the motion; board members Claudia Badillo, Catherine Lis, Andreas Safakas, Justin Terry and Cooper voted in favor and the motion passed 5–0. Board member Steven Block recused himself from the matter to avoid an appearance of a conflict of interest. New appointees Tyler Hall, Arlette Porter and Cynthia Velasquez did not participate because they had been confirmed to the board the prior day and were not part of the closed deliberations.

After the vote the board moved, and approved, the adoption of written findings and decisions prepared by the participating members. Cooper said the written findings will be entered as of Jan. 16, 2025, sent to the parties in the case and posted on the Police Board’s website. No further on‑record testimony or evidentiary statements about the factual basis of the decision were made during the public meeting.

The board also noted that several cases remain in various stages: one case is before the appellate court, 16 arbitration requests are on hold pending establishment of a public arbitration process, and five cases are proceeding (four involving officers who elected a Police Board hearing and one involving a supervisor).
