Police Board presents 2024 annual report; COPPA reports compliance progress and complaint counts

Cooper said that when COPPA and CPD disagree on discipline the matter is referred to a randomly selected board member. "In 2024, there were 6 rulings for COPPA and 1 ruling for CPD on disagreement cases," he said, and added that between 2020 and 2024 COPPA prevailed in about 77% of disagreement cases.
Cooper also noted a sharp drop in charges filed with the board from 23 in 2023 to seven in 2024 and said the availability of a new arbitration option for officers who are FOP members, which began in early 2024, likely explains much of the decline: "Seven cases were filed before the police board last year compared to 23, as you'll see in the chart from 2023," he said.
Speaking on behalf of the superintendent, Angel of Alice (chief of constitutional policing and reform) announced leadership promotions, including Yolanda Talley's promotion to first deputy superintendent and Lisonbee Clark Henson's promotion to executive director of constitutional policing and reform, and described St. Patrick's Day deployments. He credited a robbery task force with a 34% reduction in robberies: "Robberies are down 34% because of the work this robbery task force is doing," he said.
Robin Murphy, general counsel of COPPA, gave the agency's update and compliance figures. Murphy said COPPA has reached "over 90%" compliance with its consent-decree obligations and provided February intake numbers: 294 complaints and notifications received, 66 under COPPA jurisdiction across 248 allegations; 41% of allegations were Fourth Amendment (search and seizure) claims. COPPA also released two videos under the city's video release policy and engaged in 13 community events during the month.
