Chief Angel Novales, representing Superintendent Larry Snelling, reported that the Chicago Police Department released its status report for the 12th independent monitoring period (IMR 12) and described key steps toward compliance with the consent decree. Novales said the report highlights progress in areas including community engagement and officer wellness.
Novales described new community training observation days (CTOD), which invited residents to observe hands-on training and scenario work alongside officer instruction; two CTOD events were held earlier in the year and CPD is preparing two additional days in October. He said participants can register on chicagopolice.org under the CTOD tab and that the format now allows four-hour blocks in addition to an eight-hour option.
Novales also described wellness work: a 2025 officer-wellness and support plan, a 2025 suicide-prevention strategy, officer-wellness communications and the department’s peer-support program, which marked its fifth anniversary this year. The department framed these items as efforts to reduce stigma and support officers' mental health while improving community trust through training and engagement opportunities.
