Board warns FOP appeal to Illinois Supreme Court will delay public arbitration process

President Kyle Cooper told the board that on Sept. 12 the Fraternal Order of Police filed a petition with the Illinois Supreme Court asking the high court to review a recent appellate decision that requires public arbitration proceedings for the most serious police disciplinary cases. Cooper said the appeal is expected to delay establishment of an arbitration process, increase the backlog of cases awaiting hearing and raise costs for taxpayers and officers accused of serious misconduct.
Cooper expressed support for the appellate court’s decision requiring public arbitration and urged officers not to wait indefinitely for an undefined arbitration system. He said officers facing the most serious disciplinary cases should consider electing to proceed before the Police Board rather than waiting for an unspecified arbitration process.
Cooper said the board will keep the public informed of developments in the litigation and the status of disciplinary cases pending before the board.
