Town staff and council spent significant time on planning matters. Erin explained two midterm vacancies on the Planning and Zoning Commission — Amanda Podmore's one-year remaining term and Gary Hawes's three-year remainder — and proposed application deadlines and interview dates (letters of interest due Oct. 31; interviews Nov. 6 or Nov. 20).
Planning & Zoning reported they had worked on a renewable-energy ordinance covering wind, solar and associated infrastructure. The draft would require conditional-use review for larger projects, introduce decommissioning requirements, and include protections—such as bird-safety measures and restrictions on residential battery installations. Planning & Zoning also finalized edits to the general plan and provided clean and redline documents for public review. Staff recommended posting both versions for transparency and conducting a joint public hearing with the town council on Oct. 28 to handle the volume of items.
Staff noted Hansen Group provided the edits and that the general plan is extensive (about 41 pages). Erin recommended the council and planning commission review the documents online ahead of the public hearing; she suggested starting the hearing at 5 p.m. to accommodate the agenda.
