Southern Pines’ Town Council approved several routine planning decisions and two budget‑level measures during its Jan. 28 work session.
The council voted to accept written decisions prepared by staff for three planning files: New York Place (PD‑07‑24), Ace Hardware Phase 2 (PD‑08‑24), and Morganton Park South (MAPP‑04‑24). Staff explained the written decisions are prepared from the meeting record and filed with signatures to establish the effective date; the town clerk then mails signed copies to applicants and any parties of record.
On a separate action, council granted a waiver from section 50.035 of the town code for a water‑extension exemption request. Staff advised the lot is effectively undevelopable under current conditions (wetlands), and the council approved the requested waiver by voice vote.
The council also voted to approve a supplemental agreement with the North Carolina Department of Transportation for the Knoll Road multi‑use path project, and separately approved the corresponding budget ordinance amendments. Staff summarized three options earlier in the discussion — adopt the supplement to integrate additional improvements (turn lanes, chicanes) into the DOT project, revert to the original curb‑line project, or cancel the project (leaving the town to pay standalone paving costs). Staff said the supplement increases the DOT project estimate and changes local match amounts but, based on engineering estimates, reduces the town’s standalone paving obligation. Following the presentation council members voted to adopt the supplemental agreement and then to update the budget as presented.
What’s next: staff will return with 60–75% design plans and final bid numbers; council directed staff to continue design and to report back before final contract award.
