The Southern Pines Town Council approved amendments to Chapter 70 of the town code on May 13 that remove language tied to a previous drop-off zone in front of the Sunrise Theater and excise obsolete or preempted rules in Chapter 71.
Town staff explained the Sunrise Theater requested removal of two permanent signage provisions that had been placed in the municipal code to create drop-off/loading restrictions at certain hours. Staff said the theater may use cones or similar temporary measures for staged drop-off and that the town will retain the ability to designate loading zones as needed; the town also indicated it will remove the old signs cited in the code.
Town staff and councilmembers noted that Chapter 71 included items the town no longer has authority over — for example, truck routes on state-maintained roads — and that removing that language was part of a code-cleanup project with the town attorney. Council moved, seconded, and carried the amendment by voice vote.
Councilmembers asked staff to ensure mobility-impaired patrons are accommodated and were told that accessible parking spaces exist nearby and that staff would coordinate timing and placement when necessary. The code change was presented as part of an ongoing effort to modernize and remove obsolete provisions from the town code.
