Commissioners file FY2026 juvenile services budget; juvenile board to consider Medical Bay, telephone system and a control‑room operator

The Guadalupe County Commissioners Court on July 15 voted to file the proposed FY2026 budget for the juvenile services department after a presentation from Chief Nick Reiniger.
Reiniger said referrals to juvenile services rose about 19% (a record year) and that the department projects detention‑contract revenue of approximately $775,000 for FY2026. The juvenile board seeks to complete a Medical Bay renovation (contract previously approved for $315,000 with $217,000 allocated so far) and identified additional needs including an additional fleet vehicle, a telephone system to record and monitor calls, and a control‑room operator position to manage camera feeds, locks and visitor check‑ins.
The court approved filing the budget request and discussed fund‑balance planning: the juvenile department reported a fund balance near its cap (~$1.7M) and proposed potential fund‑balance uses including contribution to Alpha Hall renovations, chiller work, and other capital needs.
Separately the court approved a fee proposal from Demundra Scarnado Associates for Alpha Hall renovation planning and authorized a construction manager‑at‑risk contract with Kahler Company for the Marion Building remodel. Commissioners noted longer‑term planning remains for an adult detention facility and that renovation costs could be substantially higher depending on scope.
