Lake County board approves contracts, appropriations and government reorganizations including HDR engineering, solar array and dissolution of a drainage board

On Dec. 9 the Lake County Board approved a consent agenda and separate votes including a $2.69M HDR engineering contract for Fairfield Road, a $2.56M traffic-signal contract, a $758,101 photovoltaic array purchase, a $340,000 workforce-training contract, an emergency $98,000 appropriation and the dissolution of the Avon Fremont Drainage District.
The Lake County Board approved a series of motions Dec. 9 covering capital projects, workforce training, energy upgrades and a special-district dissolution.
Key outcomes:
- Consent agenda: Items 2'33 (with items 16, 29 and 30 removed) were approved on a roll-call vote. Motion by Member Kynisnick, second by Member Frank.
- Item 34 (ordinance): The board amended chapter 111.043 to increase liquor licenses from 114 to 115 to accommodate a temporary license for Warren Township. Motion by Member Hunter, second by Member Campos; voice vote passed.
- Item 16 (HUD annual action plan amendment): Approved; motion by Member Altenberg, second by Member Frank. Member Catan recused herself; one abstention recorded.
- Item 36 (Cymbal Training Institute contract): Authorized a contract not to exceed $340,000 (WIOA-funded) for manufacturing-sector training and placement services. Motion by Member Altenberg, second by Member Hewitt; approved.
- Item 37 (emergency appropriation): Authorized a $98,000 emergency appropriation from the State's Attorney asset fund (Forche Fund) to reimburse the general fund for salary costs through 11/30/2026 for specified employees. Motion by Vice Chair Cunningham, second by Member Roberts; roll-call: 13 ayes, 5 nays; motion passed.
- Item 29 (Fairfield Road engineering): Authorized phase 1 engineering with HDR Engineering, Inc., maximum cost $2,689,513, with $3,228,000 appropriated from County Motor Fuel Tax funds. Motion by Member Clark, second by Member Schlick; roll-call approval recorded.
- Item 38 (traffic signal installation): Contract with Hometown Electric Inc. for $2,560,475.20 and appropriation of $3,073,000; motion by Member Clark, second by Member Hunter; approved.
- Item 40 (photovoltaic array): Authorized contract with Verde Solutions for $758,101 for a solar installation at the Waukegan campus. Motion recorded as by Member Frank (moved and seconded in the record); approved.
- Item 41 (Avon Fremont Drainage District dissolution): Board approved dissolution following partner votes; motion passed with one recorded no vote.
The board also made an appointment (Paul Frank to legislative committee) and moved into and out of executive session later in the agenda.
