Board approves travel, several appointments and hears public comments on CEFS and Meals on Wheels

On appointments, the committee discussed difficulty filling an Island Grove Drainage District seat because the district is small and few residents are available; the group left that item open. The committee moved nominations for 911 (Brent Yoakam) and two Economic Development Advisory Board members (Norman Lansing and Ed Hoopengarner) to the full board; motions carried.
During the public-comment portion, a representative from CEFS said the federal shutdown forced borrowing to keep services — including a kindergarten program — running and that Meals on Wheels’ facility had burned down; the commenter said they were arranging temporary space. Sandy also highlighted statutory updates to FOIA/Open Meetings Act rules, including a prohibition on meeting on election day and allowing active-duty military to call into meetings.
The committee then voted to convene a closed session under Illinois statute 5 ILCS 120/2(c)(2) to discuss collective negotiating matters. A roll call recorded present/yes votes for the members listed; the board entered closed session and later returned with a motion and voice vote to end closed session. The chair said no action was taken during closed session and that the matter will continue at the Tax & Finance meeting on Thursday.
