Lake County committee supports applying for state EV charging grant for two county sites

Lake County staff told the Planning, Zoning and Environment Committee on Dec. 3 they intend to apply for a round‑3 Illinois EPA Climate and Equitable Jobs Act EV charging grant to install six Level 2 chargers (12 ports) at two county‑owned locations: 650 W. Winchester Road (Waukegan) and 2400 Belvedere Road (Lake County Public Works, Libertyville).
Robin Hallgrim, sustainability programs manager, said the grant is a reimbursement program that can cover up to 80% of eligible costs subject to per‑port funding caps and higher caps for equity‑eligible sites. Staff estimated eligible costs could be about $200,000 per site if electrical capacity upgrades are required; the total maximum reimbursement across the two sites was presented in the meeting materials as approximately $51,000 under the specific per-port caps discussed.
Members asked whether the county must build before receiving reimbursement; staff replied they will apply first and, if awarded, then evaluate whether to accept the grant and fund the county share. The grant requires chargers to be publicly accessible 24/7 to be eligible.
Committee members expressed support for applying; Chair asked for an informal thumbs‑up and members signaled they backed pursuing the funding opportunity. Staff said they will prepare the application and follow up with cost estimates and procurement planning if the county is awarded the reimbursement grant.
