Select Board approves easements, appoints planning rep, authorizes AHT review of right of first refusal

At its Sept. 9 meeting the Select Board approved an easement for 180 Turnpike Road, appointed Director of Planning Jenny Gingras to the WRTA advisory board, authorized the Affordable Housing Trust to review the town—s right of first refusal for 24 Indian Pond Road, and approved a seasonal DPW laborer position and other routine motions.
The Select Board handled a series of procedural actions and votes during its Sept. 9 meeting.
Easement at 180 Turnpike Road: The board voted to execute an easement agreement with TTHY Westborough LLC (Hyundai dealership) for property at 180 Turnpike Road as required by site-plan review. The motion referenced Article 24 of the March 23, 2024 annual town meeting; the board recorded the vote as "3 to 0, 3 being present." (Select Board staff and counsel reviewed and noted the executed easement.)
Appointment to WRTA advisory board: The board moved and seconded a nomination to appoint Jenny Gingras, Director of Planning, as Westborough—s representative to the Worcester Regional Transit Authority (WRTA) advisory board for a one-year term (fiscal 2026). The appointment was put in place for the coming fiscal year.
Right of first refusal for 24 Indian Pond Road: Acting on a recommendation from the Affordable Housing Trust and the town manager, the Select Board authorized the Affordable Housing Trust to act as agent to review and, if appropriate, exercise the town—s right of first refusal on the property at 24 Indian Pond Road (Assessor ID 27-272-0) under the Local Initiative Program deed recorded Nov. 24, 1998. The motion was seconded and carried with board members present.
Seasonal DPW position: The board approved a seasonal Department of Public Works laborer job description, set a miscellaneous pay-range of $17—$19 per hour for the position, and waived the usual 10-day posting requirement to expedite hiring; the motion carried 4-0.
Other routine items: The board also voted to adopt a naming-intent step for the alley between 32 and 34 West Main Street and approved minutes from prior meetings as listed on the agenda.
Each adopted action will be recorded in the town files and implemented by the responsible department or board as noted in staff materials.
