Westborough creates revolving fund for senior transportation; vote preserves operating budget

The Town of Westborough voted to create a revolving fund to support the senior transportation program, relieving the general operating budget of driver salary costs and allowing reimbursements received from the Worcester Regional Transit Authority to be spent directly from that account.
Ian Johnson moved Article 2 and told town meeting the town entered an agreement with the Worcester Regional Transit Authority to operate the program beginning July 1, 2025. He said the revolving fund will let reimbursement for driver salaries be received and expended from the fund rather than carried in the general fund and supported by the tax levy.
Johnson said: "By establishing a revolving fund, the town will no longer need to carry the salary and wage funds for the drivers in the operating budget, and therefore, will not need to raise those funds on the tax levy." Voters approved the motion 287 in favor and 11 opposed.
Why it matters: creating a revolving fund is a common municipal tool to keep reimbursable program costs off the operating budget and preserve levy capacity for recurring expenses.
What’s next: the Select Board and town staff will implement the fund accounting and report program results to the finance committee and voters as required by bylaw.
