Council finalizes committees and schedules Feb. 3 utility forum after debate over committee assignments

Council members debated committee assignments for more than an hour, with the most sustained disagreement arising over the budget and finance committee. An incumbent councilmember objected to being replaced after six years, arguing that the city would lose institutional knowledge; proponents of the mayor's staggered-membership approach said rotating new members onto committees promotes succession and mentoring.

A legal advisor reminded the council that municipal code and Kansas statutes give the mayor authority to nominate committee members subject to council approval and that the council must either approve appointments or make a specific finding a nominee is unfit or unqualified. The legal advisor also noted a statutory 45-day period during which the council must act after an appointment is made.

After discussion, the council approved the mayor's recommended committee rosters, including a budget & finance committee led by Scott Lauridsen with Peter Wentz and citizen member Dave Hill. The council also approved members for the community development, public safety, public works/utilities, and strategic planning committees.

Budget & Finance reported it reviewed 2020 utility reserve balances and proposed options for 2026 utility rates; the committee plans to present rate options to the public at a community forum on Feb. 3 at 6:00 p.m. ahead of a council decision timeline later in February (council was reminded any rate decision must be made by the second February meeting for a Feb. 1 effective date). City staff confirmed mailers, social media and website notices about the forum and agreed to work with IT to make streaming available if the council chooses.

The meeting adjourned after routine committee reports and staff comments.
