Baldwin City Council approves property-closing resolution, appoints library board member and passes three conditional-use permits

The council considered three conditional-use ordinances. The first, ordinance 15-21, "allows, for, a citizen to, use a RV to house their family members for up to 1 year," the presiding officer said. Councilmember S4 asked how the city would enforce the time limit and whether the council should instead amend city code; the presiding officer said current ordinances do not allow the use and the council could revisit and amend the code in the coming year. After discussion, the council approved ordinance 15-21.
The second, ordinance 15-22, would permit car detailing in residentially zoned areas with a conditional-use permit. Council debated a two-year duration condition; a council motion removed the two-year limitation so the permit would not automatically expire after two years. The council approved ordinance 15-22 4–0.
The third, ordinance 15-23, waived drainage and traffic-study requirements for a church rebuilding within the same footprint. Council members asked whether the occupancy or number of stories would change and were told square footage and a single-floor configuration remain the same. The ordinance passed.
