City code official Stu summarized current code language and practice: a visiting mobile home or camper may be allowed for a 30-day period with a permit, and uninhabited units may be stored in side or rear yards when not in conflict with other sections of code. He acknowledged that although permits are written into the code, staff have not routinely issued those permits and enforcement commonly happens on a complaint basis.
Council members expressed concern that the code is antiquated and that establishing clear permit rules with an expiration or trial period would be preferable to removing regulation entirely. One councilor said a one-year trial allowance could provide needed data on impacts, giving neighbors a way to revisit the standard if problems arise.
No ordinance vote was taken. Council agreed to continue reviewing the ordinance text, focusing on time limits, permit procedures and enforcement mechanisms so that the planning commission and council can make a measured recommendation.
