Select Board approves several governance items: road acceptances, personnel handbook, and health-insurance consolidation

The Westborough Select Board approved multiple governance and administrative items Tuesday, including road acceptances, employee-policy updates, and consolidation of health-insurance MOAs.

The board moved, seconded and voted 5–0 to accept Meadowlark Lane, Bard Owl Drive and Blue Heron Court from Silver Hollow Estates LLC as public ways, authorize related deeds and easements, and direct the chair to execute necessary documents. Developer representative Steve Rosenfeld attended the meeting.

On employee matters, the board authorized the Town Manager to execute an amended and restated agreement covering health-insurance changes affecting town and school bargaining units. Town staff said the document consolidates multiple memoranda of agreement and corrects a dental-benefit maximum; the Insurance Advisory Committee recommended the change. Member Welch recused himself from that vote; the motion passed 4–0 with the recusal noted.

The board also approved an updated personnel policies and employee handbook intended to consolidate and clarify existing policies; the document incorporates existing appendices by reference and staff will work with unions to update those appendices where required. Member Welch recused from the personnel vote as well; the handbook was approved 4–0.

Separately, the board voted to dissolve the Westborough Spirit Committee and transfer its remaining funds and member volunteers to a newly formed 250th anniversary committee; that motion passed 5–0.

What happens next: staff will execute documents for the road acceptances, sign the health-insurance agreement with the Town Manager, publish the handbook to the Select Board policies page, and begin follow-up work on appendices and union discussions.
