The Baldwin City Council approved a conditional-use permit (ordinance 1519) allowing a commercial prep/dough kitchen to operate at 104 10th Street for Flatlanders Pizzeria.
Jess, speaking for the applicants and identified in the hearing as the owner/operator of Flatlanders Pizzeria, told council the business had worked with the county health inspector and planning staff and had received approval through the Douglas County Health Department and a unanimous planning-commission recommendation. "We have added an additional kitchen to our residence so that we can do prep for our food truck," Jess said, describing the space as a dedicated dough room with a 600-pound mixer and no additional retail sales from the house.
Planning staff confirmed the conditional-use permit process and advised the applicants they would still need to file standard building permits and pass city inspections. Council members expressed support for the local business and noted no expected increase in neighbor traffic because the kitchen will not be used for retail sales. A motion to accept ordinance 1519 was moved and seconded and the ordinance passed by council vote.
Next steps for the applicants include filing the standard building permit and coordinating city inspections; the council record shows the planning commission consideration on Sept. 9 and staff noted coordination with zoning and the Kansas Food Code would take place as part of permitting and inspection.
