Allison (identified by name in the meeting) summarized a schematic design and associated risk assessment for a proposed school roof project, saying the schematic design is a detailed report and that the assessment does not show an imminent roof failure but documents significant flaws and that replacement is long overdue. "The schematic design, is a very thorough document, it's a 200 page report, based on an investigation of the roof," Allison said. She explained the district is exploring MSBA funding paths: the accelerated repairs program (focused on envelope work such as roofs, doors and windows, and sustainability elements) and the full school building project process for larger "soup-to-nuts" projects.
Members asked whether moving roof projects into different years to pursue MSBA funding would materially change costs; Allison and others noted that MSBA options can reduce landfill impact and improve sustainability but may not always cover HVAC work unless tied to a sustainability element; HVAC changes can escalate project cost. Committee members emphasized that the committee's scoring exercise is a rubric to surface priorities and outliers for conversation, not a rigid cutoff; the historical role of committee discussion in shaping messaging to department heads and town meeting was highlighted.
The committee concluded the capital-plan discussion and proceeded to routine meeting business; members will submit scoring spreadsheets for compilation and return to consider final recommendations prior to town meeting.
