Council names Russ Harding to several posts, forms hiring committee for city administrator

Baldwin City Council approved a series of appointments and formed a hiring committee for the city administrator.
The council first appointed Russ Harding to fill a current term on the Kansas Municipal Energy Agency (KMEA) board and then to the Kansas Municipal Gas Agency (KMGA) board; the mayor recommended Harding to fill a vacancy. The council also approved the mayor’s appointment of Russ Harding as city treasurer to fill a recently vacated position. The city’s staff noted that the charter (Charter Ordinance No. 28) permits appointment of a treasurer who lives either inside or outside the city limits; the city currently contracts accounting services with Baker Tilly.
On the hiring process for a new city administrator, the mayor proposed forming a small council-led committee to work with staff to post the job and manage initial recruitment. The council moved to appoint Scott Lordson and Julie Consenesque to the hiring committee; the motion passed by voice vote. The mayor said the committee would begin work immediately to post the job and discuss whether to hire an outside search firm or follow other approaches.
All appointments and committee names were approved by council motion and voice votes during the meeting.
