Council hears child‑abuse prevention and Arbor Day proclamations; MPO asks Baldwin City to appoint a policy‑board representative

Bev Turner, executive director of the Children's Advocacy Center of Douglas County, described the center’s multidisciplinary work coordinating law enforcement, child welfare, the district attorney’s office, and medical and mental‑health services for children who disclose abuse. The council read and adopted a proclamation designating April 2025 as Child Abuse Prevention Month.
Cal Singh, emeritus biology professor at Baker and a member of the Baldwin Tree Board, introduced an Arbor Day proclamation. The mayor read a proclamation recognizing Friday, April 25, 2025, as Arbor Day and cited Baldwin City's Tree City USA recognition.
Jessica Mortinger, transportation planning manager for the Lawrence‑Douglas County Metropolitan Planning Organization, asked the council to consider appointing a council member to the MPO policy board. Mortinger said Baldwin City’s seat rotates voting authority with nearby jurisdictions and will be a voting seat in 2026; she requested the council consider appointing someone to observe meetings this year and to adopt the MPO’s Vision Zero transportation safety action plan later, if the council chooses. The council agreed to place an MPO appointment on the next meeting agenda for consideration.
