Baldwin City Council sets Dec. 17 budget hearing, adopts rezoning and approves CD award

Baldwin City Council on an unspecified date set a public hearing for a 2024 budget amendment, adopted a rezoning ordinance and approved several routine financial and planning items.
Ben, presenting the proposed 2024 budget amendments, said three funds required adjustments: the Water fund (underbudgeted treatment fees), Refuse and Recycling (fee increases after contract changes) and the Cemetery fund (use of reserves for equipment purchases such as a skid loader and backhoe). The council voted to set a public hearing on the amendments for Dec. 17 at 7 p.m. "Tonight, we're asking you to set a public hearing date for December 17," Ben said.
On land-use matters, Russ told the council the annexed parcel comprises roughly 31 acres and Planning Commission unanimously recommended rezoning it to RLD (residential low density). After a roll-call vote recorded by the chair, the council passed ordinance 15‑06 on its second and final reading (vote recorded as 4–0). "When we annexed it into the city, it was under county zoning," Russ said in the presentation.
The council also approved the Seminole Acres final plat, which divides the property into eight lots. Russ confirmed there is no green space marked on the submitted final plat and said surrounding unplatted areas remain under county jurisdiction.
On short-term investments, Glenn presented three local bids for city certificates of deposit and recommended MidAmerica Bank as the best bid. Councilors noted the CDs are reserve funds and discussed the revenue impact; one councilor summarized the return as roughly $45,000 a year on a $1,000,000 CD at about 4.5%. The council approved awarding the CD bid to MidAmerica Bank by voice vote (4–0).
The meeting also included routine procedural approvals: the agenda was amended to include two items for discussion only and the consent agenda passed.
Next steps: the budget amendment will be the subject of a public hearing on Dec. 17; the rezoning and plat approvals are final actions from the council meeting.
