Pike County commissioners on May 21 opened proposals for a strategic-management planning program intended to review county finances, identify efficiency opportunities and recommend longer-term restructuring. The commissioners voted to table selection of a consultant until their June 4 meeting so Department of Community and Economic Development reviewers and county staff can evaluate proposals and conduct interviews.
The commissioners said the study was prompted in part by a recent credit downgrade and by the county's desire for an outside review of budget practices, departmental workflows and debt structure. The county indicated it expects to share costs with the state program and that the county contribution would likely be capped at about 10 percent of the chosen contractor's fee, with in‑kind county work reducing the cash requirement.
County staff read multiple bids into the record. One firm proposed a time-and-materials engagement not to exceed $138,000 (estimated $800 in out-of-pocket expenses). Capital & Strategies submitted a compensation proposal with consulting fees and estimated expenses totaling $124,925. Susquehanna Accounting and Consulting Solutions submitted a maximum all-inclusive fee of $83,040. Another financial consultant’s price proposal in the record totaled $177,400. The Pennsylvania Economy League’s submission was logged and included a flash drive with proposal materials; the Economy League’s total was not read aloud in the record.
During the opening, county staff said proposals include separate technical and compensation envelopes and that some submissions arrived via the mail room; commissioners asked staff to confirm timely receipt for any package that arrived by mail. Jonas Crafts of the county’s Department of Community Development was named as a staff contact who will assist with review and interviews.
A motion to table the award until June 4 passed on a voice vote after commissioners agreed to review cost and technical proposals with DCED representatives and to interview shortlisted firms. No award or contract was approved at the May 21 meeting.
