Commissioners approve expanded account signatories after public questions about statute and county authority

The vote followed a public comment period in which resident Tina Tecanci raised concerns and cited a provision she identified as “30Dash25Dash11013,” arguing that allowing the county manager signature authority on accounts could violate the cited statute. Max Cohen, another commenter, urged the board to consider the impact of legal threats and communications on public advocacy and said he had spent money defending himself against a letter he characterized as a legal threat.
County legal counsel and staff addressed the concerns during the agenda discussion. County counsel explained the statute referenced in public comment pertains to claims presented against the county and the signature of the chair on warrants or orders related to settlement of claims; counsel said that provision does not prevent the county from delegating routine administrative signature authority for operational accounts like payroll and checking. Commissioners and staff said the county manager’s signatory role is intended as an operational/backstop authority and not a change to claims-settlement processes.
Commissioners said they would follow up with a brief written clarification for the public to explain the resolution and to outline what the statute covers. The board approved the resolution on voice vote.
