County appeals city zoning denial for KCJC mobile units; staff to consult corp counsel

Kenosha County staff told supervisors they will appeal a city zoning decision that rejected the county’s proposed housing-placement plan at the Kenosha County Jail Complex (KCJC).

Shelley, representing the division overseeing the KCJC placement project, explained that the city denied the plan after labeling the two mobile units as residential. Staff refiled, arguing the units were intended for penal use, but the city again said the mobile units are residential in nature. Shelley said the county will submit an appeal to the city’s zoning board of appeals and that county attorneys and city attorneys have been discussing the matter.
Supervisors asked whether the county could create a new parcel to change zoning; staff said they will add that option to the work plan and consult with corporate counsel. The committee noted that the site sits within city limits, and therefore city zoning rules apply.
