Kenosha County staff told supervisors they will appeal the city's rejection of a site plan that would place two mobile housing units at the Kenosha County Jail Complex (KCJC) as part of a housing placement project.
Facilities staff said the city denied the initial submission because it classified the two mobile units as residential uses and the parcel is zoned industrial. A resubmission that reclassified the units as “penal use” was also rejected; staff said the city maintained that the mobile homes are residential in nature. County staff said they will take the matter to the city's zoning board of appeals and that attorneys from the county and the city are discussing the issue.
Supervisors asked whether the county could create a separate parcel to obtain a more suitable zoning designation. Facilities staff said they will add that option to their tasks and consult corporate counsel. Staff noted the site is within city limits, meaning city zoning controls certain uses even on county property.
