The commission moved proposed revisions to Nevada’s school psychology regulations to a public workshop after a department work group presented consolidated and updated language intended to reflect modern practice.
Dr. Jackie Nagar, educational programs professional with the Nevada Department of Education, told commissioners the regulations in Nevada Administrative Code chapter 3.91 (sections 3.315 through 3.319) have not undergone substantial revision since 1999. The work group recommended consolidating four regulations into NAC 3.91.315, repealing sections 3.316 and 3.317 as unnecessary, and incorporating sections 3.318 and 3.319 into the consolidated regulation. Nagar said the drafts were developed through multiple iterations and reviewed by the committee in both virtual and in-person meetings.
Commissioner Winger asked about the school psychology assistant license and whether renewal requirements would be revisited. Jeff Briskie, director of educator licensure, development and family engagement and secretary to the commission, said the assistant license had been addressed recently via a temporary regulation and that the assistant license can be renewed for five years; he said the work group’s charge focused on the school psychologist regulations and the assistant license was shown for illustrative purposes only.
Christy Miguel (identified in the record as “identity superintendent” for the purposes of the transcript) told the commission that Nevada Medicaid had approved a state plan amendment to permit school psychologists to bill Medicaid for services such as identification and stabilization, and that the department will coordinate licensing language with Medicaid billing rules.
Commissioners did not adopt final regulatory text at the meeting; the item was moved to a public workshop for additional review and public input.
