Beaver County to seek bids for courthouse parking-lot sealing; county will request weekend and weekday pricing to limit disruption

Beaver County officials discussed plans to seal courthouse parking lots this spring and directed staff to solicit bids that include separate weekend and weekday pricing to reduce disruption to employees and the Saturday farmers market.

County public works staff said sealing is typically begun in April and requires preparatory work such as pressure washing; contractors described the work as taking multiple preparation days and then either several weekend sessions or about three days if done during weekdays. County staff noted sealing could take two to three weekends if scheduled to avoid weekday disruption.

Officials weighed trade-offs between inconveniencing employees if work is done during the week and upsetting farmers-market vendors and customers if work occurs on Saturdays. County staff said the farmers market typically finishes by midday and suggested the county could explore temporary relocation options, including placing vendors in a borough park or using a nearby school parking lot for a limited number of weekends.

Tanner, a county public works staff member, said the county will prepare an RFP and ask bidders to provide a price for completing the work on weekends and a price for weekdays. County staff also said they would contact Beaver Borough and the farmers-market organizers to explore relocation for the necessary weekends and would return to the commissioners with the bids and rental/relocation options before authorizing work to proceed.

No final contract award or start date was decided during the discussion; commissioners directed staff to collect the bids and to pursue the least-disruptive schedule based on the returned pricing and vendor availability.
