Beaver County to solicit bids to seal courthouse parking; staff to include weekend and weekday pricing

Beaver County officials directed staff to prepare a request for bids to seal courthouse parking lots and asked that proposals include pricing for weekday and weekend schedules and options to split the work into phases.

The request was prompted by an item included in the county’s 2025 budget to preserve parking-lot investments and extend pavement life. An unnamed county official summarized the rationale: “I think it needs to be done,” and added the goal of protecting the previous investment while minimizing disruption.

County staff said sealing typically starts in April and requires preparatory work such as power washing. They estimated that a project done on weekends would likely require two to three weekends for completion, while a weekday schedule could be finished in about three days for the same area, depending on contractor methods. The group asked that bidders provide separate quotes for doing the work on weekends and on weekdays and provide pricing for completing the work in one block or in multiple parts.

Commissioners discussed potential conflicts with the Saturday farmers market, which usually operates through the morning until about noon. County staff volunteered to contact Beaver Borough to explore alternative locations — such as a nearby park or a school parking lot — if sealing must occur during market days.

No formal motion or vote was recorded. Staff were directed to draft the request for bids with the weekend/weekday pricing options and phasing alternatives and to return with the bids for a later decision.

The contract timeline is not finalized; staff said they will collect bids, then follow up with the commission and affected parties about scheduling and relocation options for the farmers market if needed.
