Springdale resident raises safety and zoning concerns over businesses operating at 808 North Pleasant

Debbie Sauls Leahy, a Springdale resident, told the City Council on March 25 that multiple commercial activities are being conducted from homes on North Pleasant, including an insulation business and a concrete business she says operate at 808 and 812 North Pleasant. "Currently, there are 2 businesses operating at 808 North Pleasant and 812 810 North Pleasant," Sauls Leahy said, and she described a gravel lot and ongoing storage of construction equipment adjacent to her house.
The complaint matters because the resident said heavy equipment and materials have been parked and moved within feet of her home for months and that photos documenting the activity have been shared with city staff. The council does not take action on public comments during the meeting, but staff can follow up administratively.
City staff responded during the meeting. "There was a citation issued for the residents at 808 North Pleasant. The gentleman was given a court date for April 1," said a city staff member. Another city staff member told council members it's possible a person may have a business registered with the secretary of state while operating from a home office, and that the city would check on the other addresses the resident listed. Mayor Doug Sprouse and staff later said aerial photographs show a gravel driveway at the site in past years and that engineering had issued a permit for a driveway expansion.
No council motion or ordinance resulted from the public comment; staff said enforcement and the existing citation will proceed through the city process and, if needed, court. Resident Sauls Leahy asked the council to monitor trash, long-running remodels and on-street storage near rental properties in the neighborhood.
The mayor and staff offered to pursue the matter further: staff said they had visited both properties and issued citations where violations were found, and that the city would continue to check the other properties the resident named. Sauls Leahy also said she had a year of photographs documenting the activity and that neighbors had previously provided aerial images that staff reviewed.
The council did not take formal legislative action on the neighborhood complaints at the March 25 meeting. Staff indicated the code-enforcement citation will proceed to the April 1 court date and that further checks will be made on the other addresses named by the commenter.
