The Mendocino Local Agency Formation Commission on Feb. 3 swore in two commissioners, appointed 2025 officers and committee assignments and approved the consent calendar by roll call.
Oaths of office were administered to Susan Mahoney, who was sworn in as the special district representative (Brooktrails Township Community Services District), and Madeline Klein, sworn in as the commissioner appointed from the Mendocino County Board of Supervisors. Executive Officer E. O. Hinman administered the oaths.
For 2025 officers, the commission selected its chair and—by motion and roll call—appointed Commissioner Jerry Ward as vice chair and treasurer for calendar year 2025. The commission also appointed an executive committee consisting of the chair, vice chair and treasurer and approved Commissioner Roden to the executive committee. The policies and procedures committee appointments for 2025 were approved as recommended by the chair.
The consent calendar included the Dec. 2, 2024 meeting summary; ratification of December claims and financial reports; January claims and financial reports; and the 2023–24 annual financial audit. A commissioner asked for clarification on a few claims (Staples charge for 1099 e‑filing, Costco checks, a Microsoft subscription and a $5 monthly bank charge). Staff identified those items in the meeting and agreed to follow up on receipts and bank statement delivery options.
A motion to approve the consent calendar was moved and seconded. The commission approved the consent calendar by roll call with the following recorded votes: Commissioner Ward — yes; Commissioner Klein — aye; Commissioner Gonzales — yes; Commissioner Horsley — yes; Commissioner Mahoney — yes; Commissioner Roden — yes; Chair Sarah Mulhern — yes.
Ending — New commissioners were reminded of meeting procedures and visual signaling for requests to speak; the commission moved on to scheduled MSR workshops and other agenda items.
